I had tried those steps (and more!) on Bookworm without any success. In the end I just purchased a Raspberry Pi Zero W and imaged the old Raspbian Jessie Lite OS onto its SD card. It was much easier to achieve gadget mode on this device. I'm unsure if the original issue with my Pi 400 was cabling or hardware related, but now I can just take copies of the SD card of my Raspberry Pi Zero W and put it into the 400 and the solution works (HIDG0 driver is present).
