32-bit Raspberry Pi OS uses Raspbian servers instead of Debian as Debian armhf won't run on a PI 1 or Pi Zero. Raspbian armhf was built specifically for the Pi 1.
Any version string with +rpi in it means it is a version that has been built by Raspberry Pi Ltd and will be aimed specifically at the Pi. If you do an apt policy libwbclient0 you'll see where each of the versions come from.
