We actually use upstream Debian for the majority of applications you might download from apt - we don't build them ourselves.
What we do do is a Pi specific kernel, device tree, with custom mods to LXDE for the desktop, Chrome for the browser, and various custom libraries/drivers for graphics and cameras.
Raspbian was handled differently (and not by us) - that was a recompile of the entire apt system for Armv6 hardfloat, so that did need a server for all those packages. I believe it takes a long time to compile everything.
