I just installed the 4/7/2024 Raspberry Pi OS Lite 64-bit image on an SSD using Pi Imager. I then connected that to one of my 3B+s and let it boot. No problems.
It is an older 3B+. I don't have any of the new ones. But "Exec format error" usually means something is built for the wrong architecture and the two revisions use the same CPU type.
