If it dropped into Busybox (which afaik should support most USB keyboards), it means something went wrong with the image creation and it failed to boot correctly.
With luck there should be a message shortly before it entered BB to say what the problem is.
Did you try the 64 bit or 32 bit version of RPiOS? Both should work on a 3B+.

* What Power supply are you using? (Obviously the official Raspberry Pi one is best).
* What make of micro SD card?
Presumably Imager verified the card correctly.
Where there any messages after imaging the card?
