However if its known files in known locations then you can just simply copy those files and folders graphically or command line to a USB device.
If you have a system with a database you have to migrate or a more complex application - I like to create snapshots of the incremental steps of my applications from the old OS to the new OS. I create a snapshot after every major update of the new system - just in case I have to go back one or more snapshots.

Last time I setup and copied my Bullseye running InfluxDB to a new Bookworm system running InfluxDB2 I used raspiBackup for this. Frankly I never had to go back to snapshot n-1 or even n-x. But I feel better to have a sequence of upgrade snapshots - just in case I detect a major configuration or database issue in n+x and can go back to any previous snapshot.
