I posted in troubleshooting but perhaps this is a bug in the arm64 Bookworm image for the RPiOS Desktop without recommended software...
(I think @dom used to fix stuff like this).

tldr: The screen blank did not work. This seems to be a config problem or bug in Wayland. using raspi-config to change to x11 allows the xset to work but the (xset) settings are wrong and need to be properly configured (the default of 600 on everything causes the energy star monitor to wake up and flicker over and over) or Wayland needs to be fixed.
I am not sure if this is only a problem in Desktop Lite.
