I'm pretty sure now, after doing some more searching that the way I did it (made more workspaces) on my RPi 4 system was by using obconf. I also set focus follows mouse with obconf, I think. My new system has obconf installed, but when I execute it I get
(obconf:4150): GLib-GObject-WARNING **: 14:50:09.329: invalid cast from 'GdkWaylandDisplay' to 'GdkX11Display'
(obconf:4150): GLib-GObject-WARNING **: 14:50:09.329: invalid cast from 'GdkWaylandScreen' to 'GdkX11Screen'
Segmentation fault
Can any one out there run obconf on RPi 5 ? Should I re-install it? Any ideas?
