That's really a Debian thing, not specific to RasPiOS. I'd be a bit surprised if HPLIP is aggressive about needing the latest versions of libraries in general, as that just makes life difficult for everyone. Many of the big Linux distributions, particularly those aimed at server/enterprise usage, essentially freeze package versions when the OS release is frozen, so you have to wait for the next OS release to get newer packages. They do this for stability, so that the OS isn't a constantly moving target over its lifetime. Security and critical fixes get backported, or sometimes there are some optional updates to particular packages, and occasionally you might get an exceptional package version bump through the security channel if that's deemed necessary.
I'd be surprised if HPLIP 3.24.4 made much difference to your experience, over 3.22.10 included with Bookworm, unless you have a very new printer model or specific issue listed in the release notes. I'd also be surprised if HPLIP requires the very latest libraries for most stuff, as they support quite old Linux distributions for use in enterprise deployments, and the minimum system requirements could be described as "ancient".
