BTW, more generic for all RPI0/1/2/3/4/5FAT does not support Linux/UNIX file access permissions. So Linux distros set it to some fixed fake set of permisions, most default to 755 mask. See man mount for FAT how to change it.
extlinux.conf can contain a DEFAULT menulabel option like grub, so edit the file. But for this case I would also rely on a manual file copy.
