I was having a similar issue with my raspberry pi 4 and a 4inch waveshare display. I was able to get the touch scrolling to work again by changing the wayland setting in raspi-config to Wayfire:
- sudo raspi-config > Advanced Options > Wayland > Wayfire
After rebooting, it just started working again.
