1) Maybe kmsblank (apt install kms++-utils), although that probably requires to be DRM master, so you can't run alongside another graphical UI. Not sure if that has any effect on power consumption.
2) Yes. Remove or comment out the dtoverlay=vc4-kms-v3d line in /boot/firmware/config.txt. This will probably break any graphical output.
