Hi
I just imaged an SD card with Raspberry Pi OS Lite using dd on a Linux tablet.
I have no screen or keyboard so I edited the config.txt to get serial console.
When it boots it prompts for username and password but my understanding is that there isn't one because the first boot wizard is supposed to set up a user.
What should I do?

You could try reading the Documentation provided that discusses setting up a 'headless' RasPiOS system:

However, that will pose a further question about how to generate an appropriate encrypted password using the limited tools you have chosen to work with. I don't have an answer for that.
I suggest trying to get temporary use of some more capable computing platform capable of running the recommended multi-platform Raspberry Pi Imager utility, which will solve these initial setup issues for you.
