Raspberry Pi OS • Install an old version of raspbian

Dear,

I have a project for a raspberry pi3.
I want install an previous release of raspbian (year 2016).

What I did: I downloaded this from this page https://downloads.raspberrypi.com/raspb ... 016-09-28/
I extracted the zip and flash it to sd card using Imager.
The operating system doesn't start.

What I tried: I used Imager to flash the last version of raspberry pi os and it is start promptly to raspiberry pi3
So, I guess, I don"t have the right link to download the archive.

Please help.
