I am having the same problem.
And I have one tip for you.
A friend pointed out to me that the Raspberry Pi may misidentify that the Raspberry Pi is running due to the backflow from the HDMI display and cable to the 5V voltage on the HDMI.
I temporarily connected an EDID emulator to the HDMI, which does not provide 5V voltage, which I believe is similar to disconnecting HDMI Pin 18 - 5V.
Then I turned on the USB power and it booted up.
I am not sure if I should modify the IO board.
