What specific 'new Raspberry Pi OS'?
The current supported release of RasPiOS is from Raspberry Pi is based on Debian 12 'Bookworm' and is nearly two years old. So hardly 'new'.
The Debian maintainers have recently released Debian 13 'Trixie.' There is no full installable release of RasPiOS based on that as of the time of writing. (There is a beta-test subforum where preliminary unsupported testing of upgrades is being discussed.)
In general I would expect the Debian maintainers to ensure that the code they include is mutually compatible, so I suspect your concern over needing a prior version of Python3 is unfounded: the pre-requisite is probably for a minimum - not specific - version.
