You want persistent. It keeps all previous boots until the limits in /etc/systemd/journald.conf are reached Default values are shown but commented out. Once the limits are reached older logs are removed. If you want to keep more logs you can increase the limits.
FYI I have a Pi4 that's been running bookworm since Dec 12 2023. It's done 88 reboots (maintenance mostly) and the system journal (/var/log/journal) is 1.1GB. The oldest log (-88) is no longer available but the other 87 are.
