This is part of the reason we've switched to volatile journal storage instead.

Systemd's default is based on a percentage of filesystem size, so if you have a large SD card, the journal data will be quite large.

You can either configure journalctl to keep less data (look at SystemMaxUse in man journald.conf) or if you don't need check what happened in previous boots too often, you can use raspi-config's advanced options menu to switch to volatile storage.
