That is not true. I've tested overclock on dozens on Pi5s and the majority are not stable at 3GHz.I've got the Pi 5 16GB and I want to overclock it, I checked the internet most people can do 3Ghz with active cooling
Active cooling has little effect on overclock (it will prevent throttling, but won't make much difference to max frequency).
You've not mentioned how you are overclocking. You'll almost certainly need an "over_voltage_delta" setting for more significant overclocks.
