If you want automatic updates, then use raspi-config to select Latest in the bootloader version (the beta program also enables this). Otherwise, the bootloader is only updated for major updates or if you manually trigger a reflash of the firmware (e.g. rpi-eeprom-config --edit or rpi-update -a)
