I wonder if some of the inconsistent nature of the issue is linked to when the system sees the device? Elsewhere (different version of linux) I have seen a similar sort of issue with a usb drive that is added when you are in an an interactive session will offer you "safely remove", but if you had not yet logged in when you physically added same the drive(for example) you would only see "unmount" and no option for "safely remove". I have then used gnome disks to switch off the drive, seemingly without further consequences.
