Raspberry pi does no longer package a 32bit kernel for rpi4.

The 32-bit distribution of Raspberry Pi OS on 4-series devices uses a 32-bit userland, but a 64-bit kernel.
So using the normal distribution (apt etc.) for rpi4 you always get a 64bit kernel (and only the userland would be either 32bit or 64bit).
(If you really want a 32bit kernel, it looks like you must then compile and install it yourself.)
