What's the actual command you tried to run? In particular: is the directory path absolute, or did you use ~?
For the apt install failing: did you give it a network-config? (or is the Pi connected to ethernet?). If it's on wifi and doesn't have a network configured in advance, it won't be able to install packages on the first boot.
It might also be helpful to look at your journalctl for the first run to see what order it tried to run things in. There's a different issue here viewtopic.php?p=2352670 which I suspect is caused by cloud-init launching too early in the boot sequence.
