I had the same issue with a corrupted filesystem after a fresh install. I did try almost everything. New SD Card. But the problem was always the same after a fresh install ( with rpi-imager ).
My problem was .... I used the power of the FTDI Serial adaptor. It seamns that the USB driving the 5V was not delivering enough power.
I disconnected the red wire of the FTDI adaptor. And I used the micro usb power port/jack. And it worked.
I lost a lot of time on this.
