i have the exact same issues as you and i belive its a problem with PiOS. i've also seen multiple people with the issue over the past week.
HDD wont mount and the pi refuses to shutdown or reboot if you've had one connected since it thinks its trying to mount it.
To shutdown i have found out you have to either hold the power off button on the pi5 or just unplug the power supply.
its been like this for some time now and i just hope they'll get around to fix it soon.
