Raspberry Pi OS • Which packages are installed (remote)?

I just got a corrupt microSD card, but could save some parts.
That means I can access it but no longer can boot from it.
And yes, I tried everything .. it's corrupt.

Now I reinstalled the Raspberry Pi OS on new microSD card and wonder how to figure out what was installed.
That means I cannot use a command like apt or dpkg etc.

I do have a copy of /etc and also some parts of /var, will that help?

PS ... was not sure where to asked, but hope this is the right topic for it.
