Use IP addresses from one of the rfc1918 ranges (10.0.0.0/8, 172.16.0.0/12, or 192.168.0.0/16) instead. 169.254.0.0/16 is supposedly IPv4's link-local autoconfiguration address range if nothing else is available (ie, if there's no dhcpd / bootpd / whatnot listening on the network) -- it most certainly shouldn't be assigned in this way, and NetworkManager may well be refusing to do this.
If I ever see one of these addresses on an interface, I assume something has broken, and I'm almost universally correct.
