Raspberry Pi OS • node.js unable to install npm

I AM able to use node.js (v8.11.1 - which I think is the latest) on my Raspberry pi 3B+ running Linux 9 stretch. Unfortunately I cannot expand beyond because I cannot utilize npm. When I try to apt install npm I get the following errors:
