Even more partial success. I showed you the DECwindows login screen on an Xwayland system, so the output is correct, the mouse input is OK, but there is no keyboard interaction. The login screen is started on the VMS X client with "RUN DECW$LOGIN" approximately.
On a hunch (I'm famous for my hunches), I bypassed the login on VMS, and did a "RUN DECW$SESSION" to start the DECwindows session manager, which is next thing that happens when you login via the DECwindows login panel. And there it was! A bit bleak in color, since the resources are not in place, but still. Since its resources are on the VMS system, it proceeded to startup my favorite application, the infamous DECW$CLOCK. So far, it's only output, no surprise there. But when I started DECW$TERMINAL from the session application menu, I was presented with a fully functional terminal.
There must be a glitch in the way the login screen applet presents itself to Xwayland on Linux. Anyway here it is:

Black and beautiful.
