I think I found the issue here. The .config/wayfire.ini file needs the [idle] section mentioned earlier. But it also needs "idle" to be listed in the set of default plugins loaded, which is defined in the same file as a space-separated list on a line starting "core =".
My "core = " line did not include "idle". I'd not changed it so I'm guessing it's that way in the default image.
