So first of all, if you run raspi-config while labwc is not running (e.g. from the TTY console) then raspi-config will be confused and will think you aren't using labwc and assume you're using X. I can see this is annoying for kiosk setups, so I'll have a think next week about improving it.
Is there a line starting with "swayidle" in your /home/pi/.config/labwc/autostart ? If so, deleting that line should disable the blanking.
