Headless booting is very common and should just work. No config.txt settings are needed.
PINN is a slightly non-standard setup, so a useful debugging step would be to install RPiOS Lite directly on a new sdcard,
and confirm whether that has the issue or not.
Without the display, how are you determining it is not booting? Using ssh? Connecting monitor later? Observing something it does (e.g. web server) is not running?
If you have access to a uart, that may identify how far it gets in booting.
One example I've seen of a fail to boot without hdmi was a dodgy power supply.
It seems the presence of the ground connection (through hdmi lead) was beneficial. What power supply are you using?
