Assuming TRIXIE. no need to use raspi-config. use the normal menu selections.
(i assume you have the DESKTOP version)

it's still there (at least resolution selection)
- preferences
- control centre
- screens
select HDMI-A-1
resolution

i have my 55 inch TV set to 1600x900 (to fit 16:9 theatre format)
and i selected "very large" icons in the desktop prefs.
