I'm not sure that's the case after the very early 90s. I was in a software development group that was also managing the network. As the company got bigger it split the roles and my ex-colleagues then in admin used me as the guinea pig ordinary user - could I do what was needed (including when hot-desking) and what could I breakWindows does now. Back in the 90s it had no security and the assumption was one user per computer running Windows same as it was in MSDOS. In comparison Unix (and by extension Linux) was multi-user from the get go.
